[chirp_users] BaoFeng UV-82C and CHIRP power question

Irrelevant post. It's already been established that the power limits are
set in the radio not the programming software. Besides... if they didn't
want to be "complicit in promoting criminal activity" the software wouldn't
let you program those frequencies.
