There should be a chirpw.exe file that starts the program (On my Win8.1
"C:\Program Files (x86)\CHIRP\chirpw.exe")
You can usually hit the windows key and start typing the command name and
the system will find the EXE.

not a good sign if I can't even get the software open, not sure I'll know
what to do with it when I do, or how I will ever configure the radio, but
for now. I just need to be able to open the CHIRP software.
