This patch adds support for the Icom ID-51 Anniversary and Plus Editions

Due to memory size conflicts, this also contains an update to the ID-51 driver
that enhances detetion logic.  The ID-51 has also been renamed from ID-51A
as the A and E editions are identical (image-wise)

Confirmed and tested with both a real ID-51A Plus and an ID-51E Plus
