[chirp_users] 70MHz channels

In answer to the resonses, but in no particular order:
The radio supports it; I can set these frequencies manually. I downloaded
from the radio first, then populated that.
>From that, I can see in Settings, Model Info, values in "60MHz Rx Start"
[and corresponding End / TX Start & End] of 66 --> 88 MHz
