Gary,

Baofeng has made memory layout changes with several of their firmware
changes. This makes the CHIRP Radio Images (*.img) files saved from a
radio with one firmware version incompatible with the same radio model
having a different firmware version. For this reason, CHIRP now
compares the firmware version of the radio with the firmware version
of the image being uploaded and if they don't exactly match, the
upload is not permitted.

What you must do is import the channels from the source radio to the
target radio and then change the configure the settings that aren't
stored as part of the channels manually. Another (less thorough)
method to transfer the channels is to download from each radio (or
load existing images) creating separate tabs and then copy-and-paste
between the tabs.
