[chirp_users] Freq entry

If it doesn't show the offset icons then something isn't right

This is all very weird. In channel mode fact and offset icons do not show
that channel will not operate properly . if they do show everything works
as it should, at least on my uv-82. Too bad the Chinese do not understand
how Americans want their radios to work. lol
