[chirp_users] Display Channel Name on Baofeng not loading from Chirp

I tried to change the settings for channel mode to display the NAME vai
Chirp on my Baofeng GT3 and it didn't load. It works manually via the menu
system.  GT3 shows up as a UV5R.
