[chirp_users] Error trying to import csv file

I receive the following error trying to import a .csv file into CHIRP.

There was an error during import: No attribute power in struct

Has anyone seen this or have a solution?

I have attached the .csv file. I am trying to import the file into CHIRP.   The radio I have connected is BaoFeng UV-5R
