I'm not sure what you mean by by "device manager but not control panel.".
Those are usually the same thing.

Loopback echo would work if you connected pins 2 to 3 on a DB9 connector
(if you had one).  You can ignore it though for the time being.

So, if that is the only device, and it is in Windows Control panel, then
you will see com 1.  Does Chirp see com1 now?
