[chirp_users] Error- Radio rejects download

Just so we are on the same page:
- What are the Exact error  messages you are receiving?

- What operating system are you using? 
- So we get things in the right direction, we ‘Download from Radio’ and Upload to Radio’

I have a Baofeng UV-5R radio and am attempting to download from radio and get the error that radio rejects download. I have the programming cable for the radio from Baofeng and it is a USB on the computer end. I even attempted to use another port on the computer.I get it to download from radio but gives me a new set of downloads. I then take the program I had manually set up on a Chirp screen and then export/import to the new download set up when downloaded to radio. I then attempt to download to radio. It will not clone and it says radio rejects clone, or radio rejects download. The manual does not have much information that came with the radio. I thought if I did a factory reset on the radio and wipe out all that was on the radio and then do the download from and to radio it might work but i can not find where to even do a factory reset on the radio. Any assistance would be appreciated
