[chirp_users] Icom 51a+

Hello!

I recently bought this radio and was very excited to get chirp to work with
it.  However, it seems like the nuances of "a+" are different than id-51.

I've seen some related posts which lead me to believe that *one* could get
this working:

I was wondering if anyone is actively working on this? Or what I can do to
help..
