[chirp_users] Baofeng UV-5RA Offset Resets to 000.000

I have noticed that no matter how I program my Baofeng UV-5RA (CHIRP,
Baofeng Software, manual programming from the radio's keyboard) the offset
will reset to 000.000 and not keep the programmed offset of 000.600. Does
anyone know why this particular radio does that?

I appreciate any help I can receive.
