Many of the CHIRP settings correspond to menus in the radio. So scroll down
to Menu Definitions - Detailed. The links there will allow you to view or
get a copy of the "Reference for UV-82 Menus". For your example, the Scan
Resume method pertains to menu 18 (SC-REV).

TO=Time Operation - scanning will resume after a fixed time has passed
CO=Carrier Operation - scanning will resume after the active signal
disappears
SE=Search Operation - scanning will not resume
Both the time the radio stays on a channel before scanning continues (TO)
or after a signal is no longer being received and scanning continues (CO)
is set in the firmware and cannot be changed.
