[chirp_users] Loop back

[Milton]

Download from the radio first to develop a template that the radio will
understand
when you modify it and send it back to the radio. Baofeng radios seems to
be
particular on wanting you to download first, modify and then upload. Keep
us all up to date
on your progress.
