[chirp_users] Adding frequencies outside of band plan

TM-241A isnt supported by chirp - and I dont even think it supports programming - it's only 20 channels.
Perhaps you meant TM-271A ?

I think the step would be 12.5 khz. And the USA version of the 241 stops at 148 mhz.
