[chirp_users] Adding frequencies outside of band plan

I have a Kenwood TM-241 that is able to handle frequencies that are able to
be resolved correctly in the Kenwood MCP-1A programmer however chirp
complains
about the band and steps

the frequency is 15x.5625.

Is there a workaround to disable the test and enter the frequency
