[chirp_users] UV-3R Transmit inhibit ???

I always set the offset to something outside the radio's usable range.
Ex, Offset 70.000 then set duplex to RPT+
I have programmed multiple TYT UV3R radios in this method, as well as
Wouxun Radios, and it works every time.
