Yes. Not sure if they have a USB version now or not.

Yes, they're very cheap and can be used to connect anything that uses a
DB-9 serial port on a computer that doesn't have one. Depending on your
operating system, the recommendation for a good cheap one will vary, but
folks here will be glad to help suggest one, I'm sure.

Nope. It'd be a complete rewrite of the driver for very little reason.
The current driver allows live editing of the memories in the radio
without booting into clone mode, which is much faster, less error-prone,
etc.
