[chirp_users] UV-B5 Settings issue

Good catch. However, I haven't done anything with the FM radio yet.  Took
it out of the box and this is what I have.
I have tried it after a factory reset as well.

Poking around on the radio itself, I don't see that I have any FM radio
presets at all.
