[chirp_users] Offset on a Baofeng uv-82

Not a bug, it's common among Chinese radios. I own three
different brands and they all display - + on repeater channels
in the channel mode.

One other  bug(? )  that I forgot to mention is the both the + and - signs are at the top 
of the LCD display when a repeater is selected in channel mode. Not the expected + or -.
