[chirp_users] chrip live cd

Hi

Since it is a live you have to put the CD in the drive
and boot or reboot the PC. Note, the PC must have the
bios set to have the CD drive as the first boot device
for this to work. The CD has everthing on it it to only
run the CHIRP program.
