[chirp_users] Comments field for BaoFeng UV-5R+

Neither of those are supported in the CSV driver right now. Cross mode
is easy, power is not so much (since not all radios have the same set
of power levels and CSV is a radio-agnostic format).

The UV5 doesn't store the tuning step per channel, but most radios do.
Since the CSV driver is modeled after the latter, it includes a column
for that for each memory row, and 5.0kHz is the default.

Exporting to CSV is not just "export this radio's contents to CSV" but
rather "convert this radio's contents to a generic format that can be
applied to anything".

Make sense?
