[chirp_users] Prolific Update

Thanks Andre, seems I recall seeing something month or so ago to not install, but since the Chirp recent stable was released am still wondering if this applies.

  well, basically, save this restore point, try that, copy the "actual" prolific installer somewhere, if anything goes wrong, restore, or unistall and reintall and remove the upgrade
