[chirp_users] XP Runtime error

I am trying to run Chirp on an ASUS Eee PC with Windows XP. The OS is a
stripped down version to fit the limited storage on the PC.

 

I get the error message "This application has failed to start because the
application configuration is incorrect. Reinstalling the application may fix
this problem." Can anyone suggest the cause please?
