[chirp_users] help programming public safety information

done.  what about the cross mode column.  it is set to tone->tone

tone->tone according to the chirp programming reference guide made by kc9hi
which is posted to the link that i am including

well anyways on page two of this programming guide it has listed for the
tone->tone description/comment:  The radio will use CTCSS for transmit and
a different CTCSS for receive

that description/comment is what is confusing.  so what should be the
setting for the cross mode if i only want a transmit ctcss tone and no
receive tone.
