[chirp_users] Baofeng UV-5R

I think the blame might be on the GUI framework PyGTK and accessibility
in Windows rather than Chirp itself. But I could be totally wrong or partially
wrong. I'm sure if I'm wrong I'll get a good spanking from someone.

If it works for you in Linux then blame Windows, not Chirp.
