Bob, I mean to sound sarcastic, but in a nice way, that it's possible to port gtk to android in the same way that is possible to run Vmware or Wine on android.
With a lot of work, which is beyond what the chirp project seems to currently be (speaking for myself and my own observations, not on behalf of chirp-devel).

With that said, I would say with only cursory knowledge of the situation that it would be far easier to port or adapt it to a native gui framework on android.
Again, please feel free to organize a group of developers around the topic and go forth and conquer!

Android is based on Linux, so porting of PyGTK (which is open source) is a possibility.
