[chirp_users] Use on VX5r

Hi Steve

Here is the response, which shows me in dialout ok.

marty at marty-Laptop:~$ groups marty
marty : marty adm dialout cdrom sudo dip plugdev lpadmin sambashare
marty at marty-Laptop:~$

I did a reset on the rig and tried again and it worked, but the grid
doesn't look right so I think once I get the updates in place I will
try again.
