[chirp_users] TPE format import

The trouble with TPE format is that there is no formal spec document, so
the only way to validate a TPE file is to match it to something generated
by Travel Plus.
For data import into Chirp, CSV format is probably best. Here's a HowTo
with suggestions for working with Chirp CSV format:
