[chirp_users] New Daily Build

[Build System]

Greetings,

A new daily build of CHIRP is available.  This includes changes made
directly to the tree yesterday, and may include additional features,
bug fixes, and/or bugs.  If you are interested in trying it, grab it

Changes for Build #74
[Dan Smith <dsmith at danplanet.com>] [uv5r] Fix displaying invalid characters

According to #161, the UV-5R software will insert a 0xFF byte in
the name if it doesn't like the character you inserted. The radio
displays this as a space, and thus we need to do the same.
Fixes #161.

[Dan Smith <dsmith at danplanet.com>] Make the bank membership editor choose a better column to be
the expander than taking the default last one.

[Marco Filippi <iz3gme.marco at gmail.com>] [FT817] Tone freq not set correctly
Same as #88 for FT857, to avoid code duplication fix code have been moved from
ft857 to its ancestor class
