[chirp_users] New Daily Build

[Build System]

Greetings,

A new daily build of CHIRP is available.  This includes changes made
directly to the tree yesterday, and may include additional features,
bug fixes, and/or bugs.  If you are interested in trying it, grab it
from the following location:

[Tom Hayward <tom at tomh.us>] [vx5] Add support for reading masked memories, masking and unmasking memories. #94

On import/download, mark masked memories as empty, and populate fields anyway.
On edit of masked memory, convert to normal memory.
On delete of normal memory, mark memory as masked and empty.
On delete of masked memory, mark memory as unused and empty.

[Dan Smith <dsmith at danplanet.com>] Add tools/check_for_bug.sh, which is intended to be used as a
pretxncommit hook to enforce having a bug for each commit.

This one will go against the catch-all bug #93
