[chirp_users] Help request: Chirp does not start

Hi everyone.
Just enrolled the list seeking for help.
I tried to install Chirp on my old notebook running XP.
Installation OK. 
When I launch the program I get the following error message:

I tried to de-install, to install the older version, to install again without de-installing, etc..  but no avail.
Maybe it is a simple issue, but by myself I cannot find the way to solve the problem.
