[chirp_users] New Daily Build

A new daily build of CHIRP is available.  This includes changes made
directly to the tree yesterday, and may include additional features,
bug fixes, and/or bugs.  If you are interested in trying it, grab it

Changes for Build #25
[Dan Smith <dsmith at danplanet.com>] Add Icom ID-31A support

This is imperfect because of the increased complexity over other D-STAR radios, but it
should be close enough for most people.

[Dan Smith <dsmith at danplanet.com>] Extend the ICF cloning code to support radios with large memories.

This includes (at least) the ID-31 and any other radio with memory size
greater than or equal to 0x10000 bytes. Also fix .icf file import. Also,
tweak the echo cancellation code to work with the ic-rx7

[Dan Smith <dsmith at danplanet.com>] Add valid_dtcs_pols list, basically so we can support receive-only devices

[Dan Smith <dsmith at danplanet.com>] Make chirp.py work with dynamic registration
