If the cable is okay. the next step would be the driver.
You mentioned using 3.2.0.0 which is correct for Windows 7. (XP automatically runs the correct driver)
However, if you now plug the cable into a different USB port, Windows will load the NEW driver for that port, not 3.2.0.0
Below you mention com6 and com3 so it appears you are moving the cable from USB to USB.
You will need to return to the original USB port or reload 3.2.0.0 to the new one.

1- On the xp when its works (before the virus )the cable was ok, so the
cable issue is ok( i think ).
2- I opend a two different com ( com3/com6 ) but the same result.

The error message indicates that your cable is not plugged in all the way.
A common problem as Baofeng doesn't manufacture their own cables.

I have a UV5R BFB251 . i put the latest chrip & the usb driver 3.2.0.0
on win 7 becuse my computer have been with a virus but notning working with
the UV5R .i can see the com 3 ok & the driver 3.2.0.0 ok no yellow sigh .
when I operate chirp after a few seconds the message is " Radio did not respond "
on xp it was working good ...
what is the setting for the com is it 1200 baud ? is it xon/xoff ?

OK some more information.
I have CHIRP Version 0.2.3 installed on a Windows 7 64bit machine.
I have the RT Systems USB cable for the FT60-R and an aftermarket USB cable
for the UV-5R.
I have installed the drivers for both above cables and verified the COM
Port they are using. Both are COM4.
I started CHIRP software, plugged in the RT Systems USB cable, held down
the Moni key while turning on the FT60-R and the software responded with an
error message stating:
"An Error has occurred. Radio is not responding" with an OK button.
Now I was told by a friend that the FT60-R has a problem conneting for the
1st time, but it will be easier there after. But then what are the tricks
that will make it easier to connect the first time?

I unsuccessfully tried using a cheap aftermarket cord for my UV-5R+ on both Linux and Win7. I never could get the radio to
communicate.
I ended up purchasing a cord from Valley Enterprises (no relation with the company) and it worked. (No driver was needed for
Linux. I did need to download a driver for Win7.)
I believe the cord was originally for a Kenwood KPG-22 radio. (Valley's part# RPC-K1-UF.)

My suspect is that you simply miss a step: after starting chirp download
you should tell to the radio to start clone-tx (from FT60 userm manual):
4. Rotate the DIAL job on each radio to select to ?F8 CLONE,?
then press the [F/W] key momentarily.
5. The display will disappear for a moment, then the ?CLONE?
notation will appear on the displays of both radios when the
Clone mode is successfully activated in this step.
6. (don't do this!!!) On the Destination radio, press the MONI switch
(?--RX- -? will appear on the LCD).
7. Press the PTT switch on the Source radio; ?- -TX- -? will appear
on the Source radio, and the data from this radio will be transferred to
the other radio
In a similar way when you'll have to "save" to FT60 you have to put the
radio in clone rx following the same procedure as above but doing step 6
and not step 7 before to start chirp upload.
