[chirp_users] CSV import is broken

I use chirp-0.1.12 Win32 version. But i can't import CSV file saved by CHIRP.

Example.csv:

I've opened the CSV file, but got empty Generic CSV.
Or i've created empty "document" and imported the CSV file, but got empty (only zero line) Import From File dialog.

P.S. I don't want to register on the bug tracker for leaving the issue.
