[chirp_users] New Daily Build

On the Yaesu FT8900, the daily-09172011 now uploads to the radio without
locking up and resetting radio with an error display. The other issues I
noticed still exist:
- The display is numeric instead of alpha. This started with 1.12.0
- The entries are limited to 499 instead of 799.
Other that I noticed - not so important:
- After loading data to radio, turning on the radio starts scanning
automatically. It does not do the scanning when you turn it on after the
first time after loading. I did not notice this with 1.11.
- If there is an error on the line from the CSV file, then the program gets
data from a random line and inserts. Seems random anyway. The Program
does not let you know about these errors:
--- If Alpha name is not all caps
--- If frequency is imported that is not in parameters
