[chirp_users] Add RepeaterBook direct query support

When I tried it with Texas, I got an error box that says "list assignment
index out of range on line 1001" Probably due to too many repeaters listed.
Any chance of making it so you can select an area with in a state? (IE
north, south, county, city and radius)
