Comment:

 Yeah, that should be its own ticket at some point.  However, the
 developers need to have a conversation about it to figure out the best way
 to support power level conversion between radio models.

 For this ticket, I'd like to avoid dumping the empty memories into the CSV
 file, but rather just show the empties in the editor, which I think will
 address your actual issue.
