[chirp_users] CHIRP 0.1.11b4 Fedora Linux RPM Available

And, when I spent some quality time this morning looking again, today, I 
was able to get it started. Now to experiment. I did have to get 
pySerial and install it before things would work.

Now, if I hadn't left the IC91AD at the office...
