[chirp_users] Can't open file 8900 img

The hyper memory thing makes no sense to me at all, so someone else with 
an 8900 would have to speak up about whether they're seeing that 
behavior too.

However, for the one-sided issue: have you updated to the latest version 
recently? I put in a fix for this a couple weeks ago.
