 Okay, I think I might have a handle on this.  I can't reproduce it, but
 some inspection of your DLLs and mine turned up something interesting.

 To test, could you replace the iconv.dll that is in the CHIRP directory
 with the one from the GTK-2.0 directory on your system and see if that
 fixes the problem?
