[chirp_users] Chirp / IC2820

I had a little time this morning to play with Chirp and the 2820.  I 
made sure the GPS TX was turned off.  When I try and read the 2820 the 
cloning window opens and the program hangs.  It reads OK with CS2820.

I don't have a fresh log file handy - need a new battery for my laptop 
so I can go out to the truck and try and read again.  Using 1.9B12
