 Just to be clear, CSV is an encoding standard, not a formatting standard.
 You would not expect to be able to import anything that claims to be a CSV
 file into any program that is CSV-capable.

 However, having an import function specifically for this database format
 is reasonable, as long as they have a consistent schema.
