[chirp_devel] Python 3.11

I have not used chirp since before the switch to wx.  I'm on archlinux,
arch does not seem to have a wxgtk4.0 package it does have wxgtk3.0.  I'm
going to have to spin up a VM with another distro.  or try to build it..
Trying to setup a dev environment for chirp.   Seems odd to me that arch
would not have the package, maybe I'm not understanding something.
