[chirp_devel] Python3

I couldn't figure out how to contact Matthew Poletiek, who created a 
branch off the Mercurial repository and hosted it on GitHub, so I 
created my own.

I branched off Matthew's, updated it to his latest, and pushed all my 
changes to:
