[chirp_devel] Missing 'Radio' Menu Tab

Guys-
Set your local CHIRP language to Portuguese (BR) and restart. You will 
see the same missing Radio tab issue.
The tab is blank, but still there. There are also a lot of blank pull-downs.
I have never messed with the translation files, but I will poke around a 
little bit....
