[chirp_devel] TM-D710G Driver again

Attached is the latest try at the Kenwood TM-D170/G clone mode driver 
with py3 compliance.
Yes, it does read the entire memory except for the GPS logs.
Yes, is still fails two in-valid run_tests processes; leading space in 
name and bad tones.
No, I have not run it under Python3; still trying to get the gi module 
to import.
