[chirp_devel] Update to TYT TH-UV8000 Driver

The Anytone 5888 can go down to 2.55 Khz. The current versions of CHIRP
for a while has the line set to FALSE and always gives a step size error.
I am unable to save anything that is not a 25 Khz step size.
