[chirp_devel] Debian Bug#936299: chirp: Python2 removal in sid/bullseye

I do see a py3 branch in source control. https://chirp.danplanet.com/projects/chirp/repository/show?rev=py3
The last was march of this year however, but I'm not sure if that represents code stored on any devs machine that hasn't been pushed up yet.

If the py3 port has a checklist of things that need to be done I'm willing to lend a hand.
