[chirp_devel] Adding values to STEPS list

Hello Al,

According to the user manual on page 4, there is no 15 kHz step on the F8HP.

Frequency step, selectable between
2.5K | 5.0K | 6.25K | 10.0K | 12.5K |
20.0K | 25.0K | 50.0K

Can you set the 15 kHz step on the radio itself?
